Safe drivers could be indirectly paying for those motorists who drive without the proper level of care and attention.
Research by Privilege insurance suggests that some drivers are being forced to pay an additional £200 a year to help cover costs associated with poor driving skills.
The study revealed that almost nine in ten drivers, classed as safe because they have four or more years no claims discount, believe they are being forced to cover the UK's dangerous motorists.
It is hoped that the government's forthcoming Road Safety Bill could help to tackle the problem of bad driving on the UK's roads as well as reducing the financial burden on safe drivers.
"Safe drivers, who have had four or more years of claim free motoring, clearly feel penalised," said Ian Parker, managing director of Privilege Insurance.
"While the practical implications of drivers views will need to be examined in more detail by the government and a tax reduction is just one possible approach, it does seem that more could be done to reward safe drivers," he added.
