All political parties have been urged to clamp down on uninsured drivers.
With the election campaign underway, the insurance industry wants a cross-party commitment to improving road safety.
According to the Association of British Insurers (ABI), the UK has one of the highest levels of uninsured drivers in Europe.
"There must be no let up in the cross - party effort to crack down on uninsured driving," said Nick Starling, the ABI's director of general insurance.
"These proposals must not become the innocent victim of the politics of the general election."
Research by the ABI has suggested that up to five per cent of UK drivers are uninsured at any one time.
