A change in the law could help motor insurance premiums stay low.
The insurance industry is calling for a new law to prevent people from owning uninsured vehicles.
According to the Association of British Insurers (ABI) a tougher approach to uninsured drivers would help improve safety and benefit law-abiding motorists.
"Tackling the high level of uninsured driving will help keep premiums down for honest motorists, and make the roads safer," said ABI director general, Nick Starling.
"And the government will gain more revenue, through Insurance Premium Tax on the additional car premiums paid."
