Those people who drive a car without insurance should face stiffer penalties the British Insurance Brokers' Association (BIBA) has said.
BIBA says that more stringent penalties should be applied in order to deter people from simply ignoring the law.
It's urging jail terms and vehicle seizures for those people who continue to break the law.
BIBA's Graeme Trudgill said the issue was also one of protecting the "honest motorist" from excessive charges, adding that some advancement had been made.
It wants to see such measures as jail terms and the seizure of vehicles put in place to deter those who continue to flout the law.
"We have been working with the government and industry on this topic, and are making great progress with a variety of solutions to tackle this serious problem," he said.
"We have a duty to protect the honest motorists and to ensure we, as an industry, keep any premium rises as low as possible.
He concluded: "There is no excuse for driving without insurance and the consequences for you and other road users could be extremely serious."
